Interdisciplinary Research and Education Platform

         The Platform for Research and Education for both master and doctoral degree at Technical University of Cluj-Napoca assembles within a unitary framework (facilities, equipments, personnel) areas such as computer integrated manufacturing, robotics, nanosciences, nanotechnologies, medical engineering, all these being supported with laboratory facilities for information technology, communications, electromagnetic compatibility. The necessity for this platform is dictated by the current trend in the international labor-force market, and by the aim of the Technical University to have an accelerated endowment rate, thus allowing access to research and educational programs of higher and more complex level.
         At the research level, the aims of this platform are to increase the research capacity for doctoral students by providing competitive research facilities within an adequate framework as well as to provide human resources (PhD students, researchers, teaching staff) for national and international research grants. At the research level also, this project will allow the development of a structure (human resources and facilities) able to compete on the European technical research and development market and increase the visibility and attract partners form the economical area.
         At the educational level, the aims of this project are to increase the capacity of the Technical University to integrate in the European educational area, to provide adequate educational facilities for PhD students and MSc students and to raise the academic education to a level compatible with the requirements of knowledge based society.
         The main laboratory facilities proposed to be embedded with this platform are CIM and Robotics, Intelligent sensors and actuators, Artificial intelligence, Biomechanics, Medical signals processing, Prosthetics, Nanotechnologies, Electromagnetic compatibility, Advanced technologies in telecommunications. Technical University of Cluj-Napoca, through their academic staff and researchers, has been engaged in these research areas for many years, and is trying to improve these facilities through superior technical endowment. Thus, the university owns equipments such as: Micro CIM, serial, parallel and mobile robots, electronic microscope, electromagnetic compatibility test equipments, but these are scattered through many departments, and some of them requiring expensive developments.
         This research and educational platform will provide an area of about 220 square meters of laboratory facilities, granting access to all PhD and MSc students. The equipments requested through this project refers to: Control and manufacturing training system (CIM -i), Digital signal processing application software (CC Studio IDE, Evaluation modules, Development platforms XDS 560 Emulator for TMS 320C64XDSP digital signal processor), Single pulse magnetic stimulator (MAGSTIM 200), limb prosthetics elements, last generation serial and mobile robots, testing and monitoring equipments. All of these equipments meet the research requirements (precision class, software, maintenance) and are similar to the latest equipments in foreign universities.
         The group responsible for this project covers all the above-mentioned research areas and laboratory facilities and it will be completed with about 55 PhD students in the fields covered by this platform (from a total of 1270 PhD students in Technical University of Cluj-Napoca). The research activity that is to be developed within the framework of this project will be able to provide future development and integral financing (equipment, personnel, and administrative staff) after the project close.
         In 2005, Technical University of Cluj-Napoca had research grants in the sum of 7.11 million RON (71.1 billion ROL), of which 0.882 million RON (8.82 billion ROL) in international grants, 1.963 million RON (19.63 billion ROL) in grants with Romanian economical agents, 4.263 million RON (42.63 billion ROL) in national grants (CNCSIS, PNCDI, CEEX etc.). The members of this project are also involved in national (CNCSIS, PNCDI etc.) and international grants (Euratom, PF6, Universities) and their activity published in scientific books and papers.
         The educational program for the Doctoral School and for the Master of Science degree includes also a research component (about 40% of total educational time). This platform will allow these students to be involved in a continuous research activity with a practical outcome. It is possible that in the near future, the best outcomes of the research of the students to be used in creating new products, with the help of newly developed companies, based on a business plan as a result of a joint cooperation between these companies and the Platform for Research and Education.
         The functioning of the Platform for Research and Education is based on the Functioning Statute, approved by the Senate of the Technical University of Cluj-Napoca and provided by a Directory Council formed by 11 persons, including the platform director, the program director and the administrative activity coordinator. The Technical University of Cluj-Napoca will provide the resources (housing, administrative personnel etc) as well as financial resources for development of the Platform for Research and Education.
